first of all, you need to have "pick block" option assigned to some button. then take a water bucket and seagrass from the creative menu. place the water from the bucket to a 1 block hole and place seagrass in it. finally, break the seagrass while looking at the water and at the same time change the held item on the hotbar to an empty slot (you should press ZR, R/L and pick block at the same time)
